On one of my alts I was playing around with passive shield tanking. This is what I put on the ship:
Local Power Plant Manager: Reaction Shield Power Relay I

Now this is purely passive. But I was greatly disappointed with its effects. Any hints for when building a passive shield tank? This is on a drake. Or is a drake better at active tanking using hardeners or something?

You have no resists for starters.
Anything with a touch of EM damage is gonna eat your shields up.

I suppose I should ask what you're trying to do with it...
You have a scrambler on there, so it looks like you're trying to go for some solo PvP fit, but then you have a Small Shield Transporter, which tells me you're with at least one other person.
Let the other people(s) worry about getting points on the target. The Drake is really to slow to get into that kind of range, unless you're on a gate and uncloaks at a convenient range. Even then just about anything will be out of scramble range in a matter of seconds and there's not much you'd be able to do about it anyway.
On my Drake I have:
Mid:
2x Large Shield Extender II
1x Shield Recharger II
1x EM Hardener II
1x Thermal Hardener II
1x Invulnerability Field II
Low:
4x Shield Power Relay II
With the lows you can switch out a Ballistic Control or two as you deem necessary.
Also, you didn't mention using any rigs. A passive tank is very disappointing without 3x Core Defense Field Purger Is.

The SPR's and Purger rigs and Shield Resistance Amplifiers make the passive tank. Swap SPR's for BCU's to lean more gank.

I just want to emphasize that part. If you want a passive tank, use Shield Resistance Amplifiers, not Shield Fields.
