I think this is a great idea and will really add more to the game.
It could be worth considering it as a gang only jamming so it only jams people in your gang. I know this could be got around by having multipule gangs but it would still make things mor complex for fleet warfare. and would stop it being abused.
Another possible solution would be to have it so frigs only jam frigs, cruisers only jam cruisers, bs only jam bs... etc. This would also stop the system being abused but still add more to fleet combat

When you jump from one system to another you appear near target system gates in about 10km radius sphere around gate. So now is easy position gang and intercept all incoming ships.
But is that sphere would be lets say 100km radius around gate. You can appear in any random place in that sphere. Gang positioned near the gate could not even target you in time (they must come close to you to target). I even say that minimum distance from gate should be around 20 km. I don't know how big must be the blob which effectively cover all that area around the gate.
Frankly I do not see reason why I must appear near gate in such small and precise position. My goal is to travel in wanted system and I don't care if I appear in 10km or 100km away from gate. Commonly people traveling long distance and they appearing in system warping to another gate and so on, so they anyway must warp to another gate leading to next system they starting position in system don't mean anything .

Large fleets (yes, that is the proper name, not "blobs") are not a problem. Yes, large battles mean a lot of lag, and that is a problem. But that is a lag problem, and it is the only problem with "blobs".
Anyone who thinks there is a "blob" problem because they are few and were outnumbered by a larger corp/alliance/coalition of alliances is just wrong. This is a war game, and that's what happens in war. Suck it up, and learn to fight them unconventially instead.

Now while I agree that a bit more depth regarding navigation in fights might be interesting, the solution offered does not solve the big problem that is lag. I doubt it will prevent people from bringing everything they have at their disposal. Moreover, I feel that having a built-in EW ability would be too easily abused (I don't know exaclty how, but I'm fairly sure there would be a way to do it)
However, somebody here mentionned options where fight would be spreas around a same system by having different targets that need to be taken down before being able to engage in sovereignty contests. It gave me a flash of Star wars, where you have simultaneously a commando disbaling the shields on Endor, a rebel fleet luring the imperial fleet in a desperate battle and a group of light ships going for the heart.
We all would like to see big epic battles with small ships zooming in and out, big capital ships sluggin each other and whatever. This ain't gonna happen with the current technology, so we might aswell have different fights spread around in a system.
This wouldn't solve the lag completely (you can be lagged 5 systems away from the blob in the current state of the game) but it would be a step in the direction taken when they took turrets out of forecfields and made station services vulnerable. This would still allow people to bring all their might in a given fight, they would just HAVE to split forces in a small perimeter.
