Ok, so Im not totaly clear if this is the right part of the forum but anyway.
If I have all the standing effecting skills, will I still be able to go below -5 with the Caldari, Gallente, Minmatar and Amarr and get blown up if I keep doing missions for one or the other? |

C&P is the wrong place for constructive. Either the skills forum above, or possible the new citizens forum(just because its much more active than the skills forum).

If you go below -5 with any faction their faction police will try to blow you up when you're in their hisec territory, and their gate and station guns will try to blow you up in both hi and lo sec. |

Yes. The skills aren't cumulative. At -10 actual standings, you'll be at about -8 or so with diplomacy 5. There's a formula for it, but I can't be bothered finding it |

Actually, I am an expert at rats.
I have often came outa nul-sec and accidently a pod or neutral, forgeting my place.
The trick is to shoot a BS rat in a belt, then jump to another system and do the same, not returning to the same system within the 20 min tick.
Can be done in a bomber with afterburner tank.
Getting you on your feet.
