I haven't played Eve for a while and a friend of mine was using the Vengance for the same purpose befor with the Char. Now i feel like a noob again. Any help and improvements very appritiated.

Just use a harbinger....
if you definately want to use the retribution though you might wanna think about swapping the DCU for either an em passive hardner or an EANM.

Yeah i wanted to use it. I have a harbringer in my hangar but aren't very satisfied with it. It's slow and in general i hate moving slow if i'm not in a BS. I took your advice and fitted a ENAM.

This setup will do lvl3s with no problem - very similar to yours actually.
High:
4x Medium Pulse II
Med:
1 1mn Afterburner
Low:
1x SAR II
1x Energized Thermic Membrane II
1x Heat Sink II
2x CPR, best you can find
Use Amarr Navy MF instead of Conflagration - the difference in damage is like 2-3 DpS, but you won't suffer all the drawbacks from the t2 ammo + navy ammo is easily obtainable since the introduction of the LP shop (don't know if you've noticed that LP offers have been changed, if you just returned to EvE)

your em resists is way lower than it should be since Sansha primarily deal EM. Drop the EANM for the passive em plate.

Vengeance will run level 3s 10x faster than the Retribution. When you run level 3s in a Retribution you will spend far more time burning into range of each target than you will actually shooting it. Vengeance circumvents this problem with Javelin rockets.

I don't have equally good skills in missiles yet.
Thx Keenan for your Setup I think i gonna use this. 
Could you anyways post a Setup for a Vengance Xequecal? Would be interested what it should look like now for lvl3s.

Every once in awhile i get a mission against Sansha's, I know it was not a choice but I use a Munnin and it is the stuff. Thukker give me them.
