I understand that target painters will make a target easyer to hit target and hit that information can be gained from the description for the item. I'm not sure whether this bonus is purely for the pilot that uses the target painter on the locked ship or if this extends to members of his corporation, gand or anyone. Can anyone shed light on this matter?

A target painter increases the Signature of the target ship.
Therefore, anything that uses that ships signature as part of the calculation such as (but not necessairly limited to):
a. Turret to hit calcs
b. Missile damage calcs
c. Lock on times
d. "Does this ship make my butt look big" competitions
is affected for ANY calculation against the painted ship. This means that not only does the painting ship benefit, but any and all ships acting against/locking on to the painted ship also benefit.

Great thanks. It increases the sig radius of the target ship now thats usefull. Particulary will gang or fleet ops.

I'm a big proponent of target painters. To get the most out of them though you'll want to train up Target Painting (to get sig focusing), Signature Focusing (to boost target painting effect), and Long Distance Jamming (10% extra painting range per level.) Long distance jamming is especially good if you use a long-range support ship in group ops.
