Just wanted to start a thread for the new ship. Any ideas on loadouts? PvE. Level 3 and level 4 missions? Much Thanks. Bellator Militaris. SPQR.

Won't be much good for missions really. It makes a sweet 0.0 ratter (especially against Angels), but you can't use your MWD in missions, and HAMs without MWD = too much time lost approaching stuffs.
There is no 'n' in turret There is no 'r' in faction There is no 'a' in Scorpion There is no 'e' in Caldari There is no makeup in rogue drones |

IF you use the same amount of BCUs. And that is the problem. You can easily do lvl4s with a passive drake which is using 2 BCUs. A sac has 3 slots free under the same conditions.
It can sustain 2 MAR2s with 3 cap recharger 2s. With 2 rep amount implants this give him a regeneration of 92 armor/sec. And room for one harderner.
If we assume 66% primary and 33% secondary dps this gives it with 1 primary dps racial harderner 350-380 tankable dps vs blood, sansha, gurista and serpentis. Which for lvl4 missions is not really that hot. And around 500-600 tankable dps for angels & drones.
To compare, a drake has with 3 purgers, 2 LSE, 1 shield recharger and 2 SPR2 a peak regeneration of 126/sec. And with 2 primary 1 secondaryy dps harderners betetr resistances vs anything but drone/angels.
The sac will have a speed & sig advantage, though, so it can avoid dps easier. But it will go down pretty fast if it makes a mistake.
So, in short: lvl4s are probably doable, but not really worth the effort IMO. The can be done faster with the same effort on BSs or at the same speed with less effort on the drake.

I've done many level fours in a Sacrilege. Some very important tips:
- Know what ships web and above all else kill them first. Use your drones too. You can easily survive most full-stage aggro if you don't get webbed. - Don't "approach" a large pack of rats a large distance away. If they aggro you at 50km, you will take a crapload of damage. Approach them at an angle, this results in you taking almost no damage. - Watch where the hell you're flying. You can be flying along with the afterburner running taking like 50 DPS that you easily tank on one repper, then ram into a large collidable structure and your ship evaporates in 15 seconds.
