i am a complete noob, but am already mesmerized by the game
anyway, i want to know if you become pirate & live outside of the law, if you are ever allowed to come back & be a part of the community, i.e., not have the police or other players want to shoot you on sight

Yes, but it involves killing a lot of NPC rats. Even the largest BS rats only give a small fraction of an improvement, so you'll spend a lot of time working on it.
On the flip side...you can kill as many people as you want in 0.0 space with no hit to your security status. The only problem with that is your targets will probably be armed a bit more heavily.

yeah, you can either do missions for empire factions or shoot at rats (NPC pirates in belts to raise it up slowly)
or join a 0.0 corp/alliance to get access to their rats which provide you with more standings increase for every rat kill.
but to be shot on sight you must have a massive negative rating. If you just have a negative standing nothing will happen to you.

It will take you about 3 weeks of of dedicated ratting (you'll have to do it for at least 3 hours every day of the week) in 0.0 for battleships to come from -10 to -2.0. Level 4/5 missions can also do the trick. If you do it at a slower pace, it'll just take longer, so aim at about 1-2 months of work to prove yourself to Concord.

Maybe you raise your sec status again and some players still want to shoot you in sight, keep this in mind before make someone annoyed about you. Have a nice pewpew.
