Before i get started let me just make it clear, yes i did read threw the guilds and it didnt help much so here it goes
My problem is when i play eve and turn on my fraps they drop from around 50fps down to 15 fps
I am using Fraps verson 2.9.1 build 6680, half-size, 25fps no sound, fraps being recorded into 2nd hard drive

There's nothing there hardware-wise that would suggest a problem, so the only thing I can think of to blame is Vista.

Is your Harddrive old and slow?
I get the same thing, play with 80fps or something, and drop to 15 and below when i fraps. Only thing i have that is older than the rest is my harddrive, 2 year 'old' 7200rpm, rest of the hardware is new and Vista is recently installed. It sucks. _______________________________

Hard drives haven't gotten much faster in the past few years. Vista, however, I would think is the primary culprit... especially given that Aero probably messes with FRAPS.

That's kinda low, I didn't get performance that low even when I had single core.
Unless someone else has a better suggestion, I'd go with the fact you are using Vista. Your ATI driver is a little behind, Fraps currently is on 2.9.2, I doubt you have a generic PnP monitor, must be a driver out there for it.
Kudos for detailing your setup, other people should take note.

get a SATA-II hard drive if you haven't already - I used to Fraps with a PATA hdd and it was HORRIBLE, FPS would drop from 60 to 10 and I could hear it struggling, especially at full-size.
..I got a new SATA drive shortly after and the performance increase was astounding. FPS only drops by about 10% now on full-size, compared to the 70-80% drops I was getting before. -----
