What if we made it so bounties were claimed through destroying a pirate ship, and retrieving the baseprice worth of that ship from the bounty.
Eg. Pirate X has a bounty of 30 million ISK, anti-pirate Y destroys Pirate X's Thorax (baseprice of what? 7 million?) and then his pod consecutively. This deducts 7 million from Pirate X's bounty, and only 7 million and transfers it to anti-pirate Y's account.
This would not stop the self-bountying, but it would stop the pirates who pod themselves to get their bounty - etc. AND, I think that if someone kills eg. an expensive ship the pirate is flying, and he doesn't have a bounty - part of their base insurance goes to the anti-pirate for destroying it. Say 10%.

Lots of good ideas have been thrown around and discussed. But the devs really don't care about the bounty system.

I do think the bounty system needs a rework.
I dislike your idea though. The main question is why should antipirates be able to earn such serious amounts of money with pvp while everyone else (i.e. pirates, mercs, pvp's etc.) have to live from the few loot that survives or the occasional ransom attempt? As it stands its quite tough to earn money with pvp which might be bad or good. If this changes it should change for everyone not only for the "gooddoers".
Everyone who pvps in this game has a lot of motivation: fun, loot and smacktalk of the victim. That should be enough motivation for bounty hounters/antipirates too imo.

A) It is too much of a status symbol for the pirate with too little risk or penalty for having a price on his head.
B) It is too dificult or expensive for the potential bounty hunter to make it worth thier effort to try and hunt down the outlaws.
C) It's too easy for the pirate with a price on his head to have a friend or an alt POD him and collect the money himself.
My solutions to the problem would be very unpopular, and not completely fool proof, but I think they would help.
1) If you are an outlaw with a price on your head of your own you should not be eligable to collect any bounty offered by one player for the demise of another. (Not including PVE stuff of course or private contracts.)
2) A charactor that shares the same IP address as the outlaw being PODDED should not be eligable to collect the bounty. ie the outlaws alt. I'm no IT expert, so correct me if I'm wrong, but it should be pretty easy for the servers to be able to identify the main charactor/alt as the same person with multiple accounts.
3) On the bounty menu there should be a "Last known location" that is updated with each down time. ie The system Joe pirate was in at the beginning of down time would be posted for the universe to see in the bounty menu at the end of down time.
With something like this it would be very undesireable to have a price on your head, much easier for the bounty hunters to have a chance at finding the outlaws, and at least a little harder for the outlaws to "cheat" the system.
On the down side if Joe Pirate goes out and PODS Pirate Pete who he has no connection to what-so-ever he doesn't get the reward, but he's an outlaw himself so that's his own fault.
Like I said I know this will be hugely unpopular so flame away. lol

Depends, but in general, no. Also, doesn't prevent a friend from doing it at all (coordinate over vent/ts).

Compared to some of the other ideas that get thrown around (especially the ones by people with recently deceased ships), this one seems relatively good. As you say, it would stop people killing themselves for the bounty, and it would also turn bounty hunting into a potentially profitable profession.
The problems, as I see it, are as follows:
- The base prices of T2/faction ships are nowhere near their market value.
- The biggest bounty I've ever had is still less than the cost of a cruiser (although this might change if the bounty system was actually worth using).
- Considering the ease of killing a ship compared to catching the pod afterwards, it would probably make bounty hunting too profitable. This is a big one, it's easy to take out a ship through sheer numbers, but catching the pod of an experienced player is much harder. ---------------------------

I like the idea.
However couldnt we please have some sort of daily increase on bounty by CONCORD based on sec status to accompany this?
I.e
5k a day for -5.0 and below 10k a day for -6.0 and below 25k a day for -7.0 and below 50k a day for -8.0 and below 100k a day for -9.0 and below
Atm bounties are only placed by idiots who dont know how the system works, it would be nice to have some sort of bounty increment to get the ball rolling so to speak :)

what so that player-pirates can be farmed just like npc pirates?
if they get a boost like this, then they should fix the drop:destroyed ratio for us pirates. bounty hunters shouldnt get a free ride so long as we're losing hulk bpo's and getting 50 salvager 1s instead

Or in line with the OPs idea.
The bounty is placed according to the cost of the ship destroyed ( in low sec only ).
So then come up with some Isk system for every tier of ship and whallaaa bounties.
The isk per day deal isnt bad either though.

The farming is an issue but it is easily fixed. Bounty could be placed on condition that you spend a certain amount of time in space.
Or prehaps better yet your bounty gets added hourly providing you are in low sec and not 0.0
