its 2.0 in 1.0 systems and 2.5 in 0.9
If you have these standings they will shoot you... You need to have below them like -1.99999999999999999999999999999999999 and they wont shoot
"viper zulu > toast has killed our whole corporation ships at least once"

You are only kos to concord and sentrys if you are -5.0 Before that all you have to do is kill the navy that spawns, also you can fight the navy infront of the sentry guns too. Just dont use missile to kill em, cause there is always some dumbass nub who will get in your way.
You should be getting navy responces in the other 1.0 systems, must be a bug, but let me tell you now, that going through yulai is a bad idea as 2-3 concord bs spawn at a time and they are pretty god damm hard to kill. Thats concord navy, not the rapid response multi jamming, tripple webbing and "8 warp core stabs wont help you now" guys

only the police take care of people below -5 and the police response is random.

The Gm lied to you. Got told at a dev chat that you can only go to 1.0 if you are -1.9......if you are -2.0 you should die.
Its been this way for a long time
-1.9 for 1.0, -2.4 for 0.9, -2.9 for 0.8........and so on

Tenacha is correct:
-1.9 for 1.0
-2.4 for 0.9
-2.9 for 0.8
-3.4 for 0.7
-3.9 for 0.6
-4.4 for 0.5
Othervise Concord will gank you. I've tested this with shuttles and there is a bit of confusion among the GM/Polaris about this, so beware.
