I know this may sound like a dumb question but this is something that has seriously evaded me to this point. Why exactly is learning a skill you can purchase when every single character in the game starts the game already equipped with it? Is it ever possible that someone doesn't have this skill from the moment they enter the game?

Characters have not always started with the skill Learning. As for Spaceship Command, Gunnery, and Mining, those have never had any purpose on the market.

I am fairly certain that if they did not appear on the market, we would get lots of posts like "Why are they not on the market, I know they serve no purpose but..."
So I doubt that CCP can win which ever way they go....

Probably just for completeness...
As opposed to working out what skills arent needed, just put them all on then you are sure. -----------------------------------------------

I have actually seen someone get podded just as they went over their clone's limit for the first time and loose all of their Gallente Frigate Skill. He had to buy a new one before he could board his Rookie Ship. No joke!.. but that was back when you started with less SP and clones were on different intervals so it might not be possible anymore
Basically they are there for completeness, just in case the unbelievable happens to a new player via proper game mechanics.

A while back there was a major change to character creation. Characters now start with far more skills and skillpoints compaired to when the game first came out. There are still a few, like mining, that everyone had at least level one in, so why those are for sale I dont know. But learning was originally something you had to buy.

that was so unfair... i took a month and 1/2 to get to 1mill sp.. now these new players get it handed to them.. even some skills i STILL dont have at lvl 5 are given to them at lvl 5.. like mining.. :( i want 1 mill extra sp damnit! put it towards my cap skills
oh well, it happens..... being at almost 18mill sp now, it really doesnt matter that muchm, but it sure did when i as at 6mill sp....

That's sounds very unlikely.
It's not currently possible to lose a skill from your head as the SP loss is capped to 50% of the skill. Prior to Revelations, it was capped to 1 level of the skill.
Maybe before RMR, but I have no knowledge of the SP loss system back then.
