Hi, this is my first character and I want to know if these are the correct attributes for being a pirate/PvPer/Nefarious character in general. I am afraid, from some of the things I have read, that I have dumped too much into Perception and Willpower. If I need to change things in order to optimize my character I would rather do it sooner than later.
These are my attibutes after my starting selection and some minor training:
Intelligence = 5 Perception = 16 Charisma = 6 Willpower = 15 Memory = 4
From what I have read, I would be better served by as low a charisma score as possible and an even balance between the other four.
If there is any material that explains in detail what the 5 stats do specifically then that would be much apreciated as well.
If I need to change things can you please clarify the reasoning behind it too. Thank you very much.

Electronics & engineering type skills are EXTREMELY importaint to good PVP. Sensor dampeners, shields, armor, electronics "CPU", engineering "PG", energy management, and energy system operation all require Intelligence/Memory. All of the above are considered required skills.

Thank you for the reply. So I should probably reroll my character then I suppose.
Do these stats merely increase the speed at which you learn skills that require those attributes or do they actually affect the performance of those skills?
Also, I heard that Gallente is the best PvP class. Is this true?

I would say you are way too unbalanced in your attributes and would suggest redoing your character keeping everything but charisma about even while letting charisma be a bit lower.
Point #1 These attributes ONLY affect the time it takes to learn new skills. They have nothing to do with your character's in-game performance.
Point #2: Given the formula for training time, a move from 4 to 7 in an attribute has a much bigger effect than one from 9 to 12.
Point #3: Even though perception and willpower are useful for training ship handling, you will also need a whole bunch of skills that are more techological (electronics and stuff like that) which benifit from int and mem.
Point #4 If you aren't trading, doing missions, or developing leadership skills, you can probably skimp on charisma.
Point #5 Asking now was a really good idea while it isn't too painful to change stuff.
---
Oh and when you balance them out, do it without the benifit of the starting levels in the learning skills so that things balance after you have all your learning skills complete (to your satisfaction).

Gallente ships tend to be very good in PvP and the Gallente race is very classy. However, any race can train for any ship, so choose your character's race for important things like the back story or being sure you can stand staring at his or her face for the next few years.

Check out the Skill forum, especially the stickies. Lots of good info there on skills and character development. Here's one to start you off.
Gallente are a pretty good PVP race, especially when flying solo. They benefit in that regard from their drones and open mid slots. (Mid-slots are where warp jammers and webifiers go - essential for pvp, especially solo.)

Yes they mearly increase the speed you learn skills, but skills = bonuses so it's just as good as a bonus to your firepower/abillities.
Gallente is point & click & overpower. Minmitar requires more SP and player skill/knowledge to use, but it's uniqueness can really pay off in the right hands.
In PVP: Gallente = pure power & simplicity to overpower foes Minmitar = Knowledge, skill, & SP to finess it's way to victory Gallente is simple/easy Minmitar is complex/difficult
Caldari aren't to be underestimated as they are the superior money makers since shields/missiles are the bread & butter of good PVE. Also Caldari are credited as having the best overall interceptor, the crow.

You need high perception and intelligence should be your second highest. From the attributes you posted you have severely gimped yourself in intel. There are many combat skills a pvper has to train that have intel as primary attribute.

IMO, balanced stats are the way to go. Mine are no where near balanced and I wish they were. Yes they only affect skill training time but a balanced sheet helps in not having some super slow skills that take forever to train. Implants can help but you will loose them fast if you want to be a pirate.
