Is it still worth petitioning them ?

clearly shows they are and have been macroers for a long time which leads me to think CCP isn`t bothered about them ?. They non-stop mine in Misnedon, Sinq Liason.... ;)
Whats the chances of getting rid of the scum ?

Very slim unless people like me come along and suicide gank them. Even then they will come back.

just works better to be short about it. There are a thousand threads a month on this.
2 or 3 threads a day about macro miners/mission runners/ratters & COSMOS area farmers... and still CCP makes not a single move against them, regardless of the floods of petitions.
CCP is never going to get rid of 80% of their empire playerbase (30-45% overall) by introducing macro/farmer countermeasures.

Although you are correct in your evaluation of CCP's motivation I would like to point out that most of these "non-reactive ships" are and always have been in fact sweatshop operations and not macro miners. A 15 year old Chinese (or whatever) kid is not really detectable by anything illegal until they start moving the money towards the end customer. They are non-reactive towards you simply because they do not know the language and have to divide their attention between perhaps even as many as 50 game clients simultaneously. Breaking that focus would mean instantly that they lose solid real life money.
In the past I used to do some pretty nasty tricks to them. I podded those miners in high security systems (raven+smarties) by masses and shouted some pretty evil things to them with my mandarin chinese. Actually after a while I managed to have some genuine discussions with couple people who were actually in charge of those operations and they were quite enlightening on these matters. (Basically all the knowledge required to build such operation. I calculated that after all the expenses and getting banned occasionally etc I would make at best moments ca. 7000EUR/month. Yes, by playing the game, at Europe and all by myself.)
Once I counted having costed some Chinese guy his actual salary for 3 weeks. Yes, that is correct. Now imagine someone who is actually making his real life living (and probably pretty good one) off playing Eve Online. Perhaps the best possible paying customer for CCP. Very loyal and it is a win-win situation for both parties.

And a big huge screaming loose-loose for everyone else, especially those who want to do something other than PvP, something that the farmers/sweatshoppers have rendered closed. Checked out some of the COSMOS areas lately? Permafarmed.

Ye, and watched the permafarmers suicide gank people to keep it for themselves. Its way out of hand.
