So! I plan to make a mining character and a combat character, both Amarr I think. Are there any guides that can give me a good idea of where to put my skill points and when? I don't wanna screw myself over and get skills I don't need straight off.

prolly u get lucky and someone tells ya the details about that - i wont - but here's a link to a useful tool which will help you to monitor your training

for my miner, i believe i went industry/worker/miner which gave me a great well rounded attribute start.
but i am a MINMATAR Brutor so my recollection of things might be mistaken

TBH it really is hard to 'screw yourself' in this game. Yea you make a mistake that causes you to take a little longer to get a skill you want, but really that cannot be considered 'screwing yourself'.
Look at the ships and modules you want and see what skills are require and start training. -=^=-

Nope, and it seems unlikely that it ever will be. But there is still a faint possibility of it in the far, far future.
