Ok, so I just warped to a belt in lowsec (.2) and aggroed some guy. Luckily for him he got away because I suck at PvP, but I never got any sort of global criminal status. He was -0.0, im -0.2, and there were no special things, he wasn't flashing red. Every other time I try gank someone in lowsec I get the global flag, so whats the deal here?

Either he had a criminal countdown himself , or you had killrights for him , or he stole your stuff. Assuming he's not a war target.

Is it possible he targeted you with a module just as you aggroed him? So it seemed like you fired first?

No he was sitting right in the middle of the belt, and auto-locked me back (flashing yellow, no red).
Indeed it could have been an overview bug, haven't CCP fixed that yet?
