This is the what... 20th? 30th? 40th? Time your CC/Myaccount has ****** up...
Theres a 2-3 page thread in Known issues with 0 CCP/Mod response.
How many times do you have to fix the bloody billing system before it works properly and doesn't break within a month.
"ERROR: Not Authorised"
The thread in known issues is filled with people with the same problem, so it isn't me or my card.

U should get a Paypal Internet account and link it to your credit card.
Buy a Eve Time Code from www.shatteredcrystal.com, and use your paypal account to pay for it, paypal then debits your card, and you recieve the timecode by e-mail.
On the eve website select Eve timecode as your payment type, cut and paste the time code into the field that appears and confirm. ive used this method for the last year now and ive not had any problems.
Also, you could buy a few timecodes and sell them on for isk.

What you do is stop your forum whining and post a billing petition.
I filed a billing petition just the other day. Know how long it took to get taken care of? 1 day. No forum whining, just some patience.
STFU and use the tools CCP has given you to take care of these problems.

It's interesting why people like the OP think that acknowledgement of a problem will achieve anything.
If it's broken down 40 times as the OP says, then that means CCP fixed it 40 times...software inevitably breaks, always have, always will.

I happen to know the op is referring to Account paying customers, being ignored after making petitions
requesting gm's or who ever, to look into a valid billing issue affecting people paying for accounts or trading them.
This issue is being experianced by a lot of account paying customers, as a customer surely it aint beyond the realms
to expect a little customer service.
As such your comments are irrelevant as the alliance you are part of.
Op is merely frustrated at the lack of response by gm's.

Most of these issues are caused by the anti fraud system we introduced a while ago, to correct it you should submit a petition in the billing category.
