All character slots are "Empty" and there is no way to make new ones.

Simple solution, Delete all characters, make it so when you start a new char you get loads of isk and full skills.

Sorry if i sound rude :O. But seeing as you were getting a new DB up, was using a old mirror or something really necessary?
