Um.. because the Sisi server doesn't have nearly the same amount of hardware to run on as TQ perhaps. Try running eve on a supergaming computer vs. a palmpilot ;p

Because it's not the same server and because they're throttling logins.
EDIT: or trying to fix their server

I just queued up for 25 mins, connected but then failed to login I'm now #600 and something. I really do hate this game sometimes :(

if such is the case, then there is absolutely no point in performing any meaningful tests on the test server as it does not emulate conditions on the live server. things like stress tests are pointless, since the server can't handle anything like the capacity of the real server, how will they ever know what the real server can handle? ========================================== Iy

proportional testing. if sisi is running on 10% of TQ hardware, then they only need 10% of the people online. then they can predict/calculate based on that. THink of it like a "control group" for the larger population
