They both work for PvP, but one is designed to be more PvE friendly as well.

The "I just got jumped by 200 people / 5 carriers" area, same as everything else when it comes to alliance combat atm.
The ability to jump a fleet a battleships will be immensely powerful, especially for those alliances who have the resources to do this with a LOT of pilots. Covert cyno will mean yet another advantage to the attacker in both POS and standard warfare (mobile log-on trap anyone )
The Marauders will be the new CNR and equivalent, but due to low price will see more use in lo-sec and 0.0. They will also probably be great in small gangs with the utility slots for remote reps, cap transfer, sensor and tracking boosters, drone links, etc. Hopefully factional warfare will make skilled combat meaningful again and we'll see them there.

As far as I'm aware, only covert ships will be able to use the Black ops jump portal, or jump to the covert cyno. ---------------------------

As far as I'm aware, only covert ships will be able to use the Black ops jump portal, or jump to the covert cyno.
I figure this would be the case also, though it's merely an assumption since there's been nothing from CCP on the matter. That doesn't stop an alliance having 100 black-ops jump into a system (though the new range might ) or having a fleet of recons and black-ops portal in.
When alliances are fielding fleets with 100+ capitals including multiple motherships cost and SP really aren't going to hold them back.
