Instead of flat damage bonuses to lasers on ships, change those bonuses to a much higher bonus, but apply it to Thermal damage only. Something like 20% bonus to thermal damage per level.

Hey, but the most important Amarr ship with damage bonus - the Abaddon, is definately designed to be a fleet sniper (good alpha, well tanks alpha, can't shoot forever), and sniper means EM. Thermal means Pulse laser, and here the Amarmageddon (ROF bonus) rules.

I'm against messing around with damage types on Amarr ships and lasers, because it doesn't address the cause of the problem, just the symptoms.
Laser base damage is fine. Effective damage isn't, in some cases. #1 problem is that the concept behind lasers isn't commonly known. Lasers come pre-dmg-bonused. With better levels you don't improve damage, you improve energy efficiency. #2 problem is PvE. Many NPC factions have unnecessary high EM resistances, even on shields. #3 problem is armor tanks in PVP. Armor base EM resistance, omni tanks and lots of popular armor tanking PvP ships make lasers look unattractive, even though there are exceptions, like Caldari and Gallente T2 ships, which are actually weaker to EM than to Kin or Therm. But that seems to be ignored by most.
