Would it be possible to halve the cycle time on painters with a halving of the cap use?
Reason : TP's have a rather long cycle time vs a skilled and good BCU boosted launcher cycle time.
In the case of heavy missles or HAM's perhaps even 2x as long.
Please lower cycle time to be inline with the launcher cycle length.

Ummm... once the target painter is activated on your target, the effect is constant until you deactivate it, same as every other ewar (except ECM because it's chance based). ---

I think she is interested to have the possibility to stop the TP cycle and get it available at the same time the cycle of the launcher end to avoid, as sometime happens, that the TP is still cycling down when you engage another target.

Exactly venkul.
Many times a single salvo kills something and your waiting for the tp to cycle down.
Other times your tp is so out of cycle that you end waiting nearly a full cycle after target destruction.
Tracking boosters never suffer that problem as they are active on all targets for your ship effectively.

EDIT: Just realized you weren't talking about torps. I guess one sorta assumes it after all the nerf discussions
Why do you care?
Sure, it's down by the time you f1-f6 another target, but it's definately up *WAY* before the torps actually connect.
I have never ever had my painter be red and miss out on a torp salvo like you describe. Tho my rof skill isn't that good.

I use my painters to similar effect to get my sentry drones hitting cruisers. Their shots have no travel time. i would definitely appreciate a shorter cycle on them.
