What are the support functions in the game? I've read about repair ships and all kinds of different support type skills. What variations would there be and how would you build for that kind of character?

If this is the case look into remote armor repairers, shield transfer, and energy transfer modules. The term used in game for this is 'logistics'. Each race has T1 and T2 cruisers which are suited for this role.
As for playing this type, train up for a logistics ship (look under the logistics category). This really is a niche role however, as the logistics ships are not the strongest around, so in PvP situations they go down fast. For PvE however they can be quite useful. But for the most part, players just fit their ships so that they do not need another person to repair/transfer cap.
If you want to go this route, you should train up for for the logistics ship and the specific module that the ship you want uses (remote armor rep or shield transfer array). In addition to this you will want to have the other basic support skills that apply to fitting the ship and cap use/capacity to be trained up as well (electronics, engineering, energy management, etc...)
P.S. When people use the term 'support skills' in EVE they are usually referring to skills that are applied 'across the board' such as electronics and engineering. These can also be applied to the skills which help a specific area, such as the various gunnery skills which improve on all turret guns, or the missile skills which apply to all types. -=^=-

Well since I saw that "yes" in there I'm going to assume it can be done with proper ship and equipment.

It's possible to put remote repair capability on anything. The only problem is, drones are a major source of damage, and you're giving that up (now I've heard that large groups using this strategy together have had good experiences). With the high slot remote repper modules, most ships have utility high slots they can fit in to. The downside is that on anything except specialized ships (which get killed quickly), the range is pretty small.
If you want to train for a support role in combat, you'd have better luck training for electronic warfare of some sort (pick a race's recon ships and go crazy!). Then, there are always carriers, the kings of remote repping. It's a huge time/ISK investment for a relatively small amount of times when you'll be able to use it in battle though.

Thinking of possibly taking some Engineering skills as well. Though I haven't figured out the whole "Manufacturing" thing yet.

I fly a Support Domi in level 4 missions with my corp mates.
These are the high-slot modules that repair your teamates: Remote Shield Transporter Remote Armor Repairer Remote Hull Repairer Energy Transfer
Drones can add an extra boost to your repair abilities: Shield Maintanence Drones Armor Maintanence Drones
These modules are essential for keeping everything running: Cap Recharger Capacitor Power Relay
The Capacitor Control Circuit rigs really help keep more reppers running continuously.
Best named or T2 components are better, of course. You'll need the skills to use the items above. The skills for those items also reduce the capacitor requirements of those modules.
In addition, you'll want to look at Energy Management and Energy Systems Operation skills to boost your capacitor and cut your recharge time down.
If you're set up to have enough capacitor power to run your support modules continuously, you won't have much of a tank for yourself. An armor repper and an EANM is about all I usually squeeze in, just to give me enough time to warp out if I get into trouble. We often fly multiple support ships in the mission, and they can keep each other alive if necessary.
A good support ship can make a tough level 4 mission a cakewalk. I've kept a Raven with full aggro in the bonus room for Angels Extravaganza at 80-90% shields.
