when I arrive to a gate after jumping, I set my scanner (on max range 200something mill km) to 360 degree, then 180, and continue to lower it and move around my camera to detect where the ships are. The thing is, I see lots of abandoned ships, like cruisers and shuttles, even some more bigger ships sometimes. I try warping to the belt to see what's going on, BUT! They are not at any belt. Only visible on the scanner. Strange thing.. also I do not know it is mere bad luck, but the low sec systems I checked so far had players in local but not on scanner (docked maybe?) and passer-by's.
I've read the uasge of scanner topic(s), but still seem to mess up something. Could you guys give a newb a hint about how it goes for you, what settings do you use for overview etc? I asked around in local since I saw quite a few low sec status characters around, and all I got was 'omg noob l2p'. Trying.. Sigh..

Seems like you need to be a bit quicker with it. If you're not fast enough people will just warp out and dock up before you get the chance to warp in on them. Just keep practising, You'll get there eventually. >>Out of Control<< |

Could it be you are entering a system with a POS in it. The ships you are picking up could be within the POS bubble, and not actually ships in a any belts?

Good thing is to verify with 5 degre angle scan that they are in belt... you can click alt then select your ship. After that aim with camera so that belt icon is overlaping with your selected ship icon and you will have a good 5 degre aim at the object --- |

exactly what he said. and if you pick up somebody in a 5-30 degree range, but no celestial objects around, chances are that he is in a safespot in a mission or something the like. and if he's close to a moon, chances are there is a player station (aka: POS)
take a look at this LIST of videos it can show u a few basic things easy ;)

my corp mates say that when i jump into a system people tell me what belt they are at in local so i can come gank them. 
the best way to do it imho is...
1) put POS towers on your overview. this allows you to see quickly wether or not they are on the pos.
2) put forcefields on your overview. this allows you to see if all the pos in current scan range are actually online. if they are not then you can usually blow up the corp hangar and loot the stuffz.
3) have scanner set on max range when you jump in and set it to 360 degrees. this shows you instanly if there is anyone within range of you that could be in a belt or on a gate.
4)after a 360 degree scan i usually narrow it to 90/60 degrees. then i usually set this to 15 degrees. within about 5 seconds you can get their general direction. if you are lucky they are in a belt near the gate or on a planet within scan range which only has 1 or 2 belts.
5) if you are not entirely sure about where they are then use the 5 degrees resolution. also using the alt button you can see moons. sometimes a moon is directly inline with a belt.
on a good day you can find what belt people are at in less than 10 seconds. sometimes i have found they are in the first belt i scan near the gate which is like 5 seconds .
6) if nothing is in scan range but someone is in local look for planet groups what are far away. 15+ AUs. then try to warp to an object that you can scan from that will cover as many of those out of range groups as possible. when im warping somewhere to scan else where in the system i warp to a belt. also while you are in warp or coming out of warp you can still be using the scanner on objects around you.
this is important as warping to a belt will increase your chance of catching someone. i have actually warped to a belt to scan the rest of the system after i jump in and found that they are actually in that belt (happens more than you think) or i have warped to a belt to scan and found ratters actually warping into the belt after 10 seconds of me being there as they are looking for rats and dont even notice me 
6) i never warp to a belt at zero kms, just as a rule. usally always at 10kms.

The ships you can "board" are most likely piloted and most likely in a safespot. If there are people in local but no ships on scan, they might be cloaked, or docked up, or way out of your scanner range. Keep in mind the scanner range is only about 15 AU I believe.
