I was thinking of this setup: Blaster: High: 4x small neutron blaster II with null ammo, small dimishing power drain Med: 1MN AB II, Small shield booster II, 1 point scram, cap recharger Low: Magnetic Field Stabilizer II, named power diagnostic
Rails: High: 4x 125 Railgun II with javelin, small dimishing Med: 1MN mwd, small shield booster II, 1 point scram, cap recharger Low: Magnetic Field Stabilizer II, named power diagnostic
Which setup is better?

Which setup is better?
Try using a named Aux Power Unit and fit a MSEII on the Harpy. Drop the Shield booster and if you can fit it use a named MWD. Throw a MFS II in the remaining low, a EM Resist Amp & Cap recharger II in the Remaining Mids and the best Tech II blasters you can fit in the remaining lows.
If you are doing solo piracy in lowsec drop the Amp and cap recharger for Web/Scram combo (or just a Scram). If you can afford it use faction AM and if you still have room use a Missle launcher for added DPS.
This setup has very intensive fitting requirements and I believe you also need fitting implants too. use the rig slots for EM resist rigs or if you are picking your targets use Shield Extender rigs. Aim is to kill the target before they kill you. Trust me you will have loads of fun if you can afford to lose it.

Sniper
4x150mm II (Spike) 2x Targeting Comp II, 2x Sensor Booster II 1-2x MFS II, 0-1x Tracking Enhancer II
Optimal between 90-110 depending on skills. ----

4x 125s 1x rocket mwd(ab), med t2 ext, scram, web mapc, tracking enh(pdu/nano/mag stab)depending on wether ya go mwd or ab
does well vs all afs and ceptors havent tried vs cruisers
