Of course they can.
How the hell would they otherwise be able to replace ships and stuff lossed to bugs?
But if you think anyone of them would spawn something ingame to cheat wich will end up with him loosing his RL job, you need to re-think. Or get an intelligence implant

Game Masters can spawn some items, only DEV¦s can spawn everything but every item spawn is trackable so the chances of abuse are very slim.
Ofc unless its done by the Boss.

Not compleatly true since they dont have access to all the code wich makes them unable to spawn for instance tech 5 named items, DEV¦s on the other hand can.

Saw over 100 anchored secure cans disappear rapidly with some magic commanands.

You are also slightly incorrect iirc.
Senior GMs have all the authority they need. IE: GM Arkanon
GMs below that level are however limited to what they can do.
Yes, Devs can do whatever the hell they want, but you don't see them much on TQ, now do you?
