Not needed. It's not like you hit max level someday and have to live with your bad skill choices, because there is no reskill button. If you think, you have trained the wrong stuff, then fix it by training the right stuff.
I've lost months of skill training and my attributes suck (the latter hurts a lot more). 19 Preception with implants ftl.

The OP's idea could be refined to opt for skill transfer with 40% penalty. If you wish to move 500k SP from one skill to the other, you would have to lose 100k SP.

Yeah...
... we could also have elite, ultra-elite and uber-wtfpwn-megaelite learning skills adding 2, 3 and 5 extra attribute points per level, at a cost of 1 bil, 5 bil and 10 bil ISK per skill
... we could also have implants up to +20, costing 10 mil LP and 10 bil ISK in the LP shop
... we could allow players to BUY SPs with ISK, or better still, how about a "<skillname> L1,L2...L5 skillbook" that costs more but INSTANTLY trains your skill to that level
... and we could also have some skills called "gain ISK" (100k ISK per hour), "advanced gain ISK" (1 mil ISK per hour) and finally "elite gain ISK" (10 mil ISK per hour)
BUT WE DON'T
You went to carpenter school and worked as a carpenter 30 years... and now suddendly want to be able forget all that you know about carpentry, and suddendly have the skills and knowledge of a ballet dancer with 5 years experience ?
