Hi,
I've recently activated a second EVE Online account, but I'm not quite sure what to do with it. My main account consists of a PvP/Pirating character. I'd like a character that goes nice with the forthmentioned character. Any ideas or suggestions? Shoot!

I'm really amazed by your way of reasoning. I probably would have thought abt it BEFORE buying a new account.

Who says I've bought it? Perhaps I got it as a gift (the game), perhaps I'm a wealthy moviestar? What does it matter? The question here is what I should do with the account. Nothing else.

My second account is a research monkey. I plan on getting her standings to use 4-5 R&D agents and then rake in the cash.
Once that's done, then recons so I can probe out mission runners and keel them.

but still, you pay for it or activated it too soon...
Well, there is production, mining, research, trading, corporation management, POS managing, PvE.
Trading is the easiest to start with, with some research - a miner char - who starts with research and good learning skills - will be soon ready to have research agents (do the tutorial mission) who'll start working for you, providing datacores.

Make a character on the account and train all of the learning skills to lvl 5

This is by far the best advice, especially since you don't know what you want right now. Depending on your cash flow, train either cybernetics I or IV and plug in either +3's or +4's and max out your learning. All basic to V, learning to V, and all advance to IV. Then, start going through the list of basic skills you want at V, such as electronics, engineering, mechanic, spaceship command, hull upgrades, energy systems operations, energy management to get you started.
This should take oh, about 50 days to get the learning done with +3 implants. Now, with the rest of the plan lets look at taking another 53 ish days. At this point you can't fly a damn thing or use any weapons or drones, but no worries. With all of this boring support stuff done its time to focus on our goal.
It is quite easy to run more than one account at a time, even in PvP. The thing is to fly ships that either support one another, or, one's that don't both require full attention. I would make one fill the role of tackling and ew, don't worry about damage at all, while the second ship will be all about laying down some nasty DPS. This can be done by having one pilot in an inty and the other in a cruiser, battlecruiser or HAC. Being locked down by an inty the unsuspecting sole will try and figure out how to get out of this 1 on 1 encounter, then you warp you second ship in and fry his arse.

I've known successful EVE players who run a money-maker character on one account to support their PvP/pirate/combat character on the other.
Mostly miner/manufacturer/researcher as moneymaker, as well. -

Since your main is a pvp char, I would make this one a money making / pvp support char.
By that I mean, a char that can:
1) perform research;
Although there may be signinficant changes to the viability of it in REV III, at the moment; one of the easiest ways to make money is a second char collecting Data Cores.
2) Train up for stealth;
Every good PVP'r or Pirate corp can always use an extra set of eyes. Putting your alt in a SB is a great way to add a combat asset without adding much more micro-management to your playing experience.
3) Money Making;
Train up for BS and run missions / rat in either some safe area of empire, or some station-less, empty, 0.0 system far from your corp / alliance controlled space. Personally I run missions in high-sec and build rigs with the components I get.
4) Capitals;
Eventually train up for a carrier as it is not only a great support ship, its an amazing logistics platform that can help you with all of the above ^^.

What does your main fly? Saying he is a Pirating/PVP character gives us absolutely nothing to suggest.
I guess I could tell you to make your alt a support character, or a combat character.. but thats pretty much just as vague as your OP.
If your main flies mainstream combat ships (command ships, hacs, BS) then I highly recommend going Inty/Covops/Interdictor on your alt. Makes piracy that much easier.

What ever you dont train for either a gallente drone pilot or a carrier pilot since ccp seems to want to nerf what doesnt need fixing in rev3.
My alts will be deactivated and left that way. gj ccp "A enemy fleet emerges from the shadows"

Also not a bad thing to have 2 PvP Characters so you can rotate them in high level implants for faster training times.

it depends on what you need but here's one suggested track for your alt:
immediately: plug in implants and get basic learnings to 5 and advanceds to 4. (I know it sucks but if you plan on using the character for a while you'll be glad you did it)
short term: get him flying a BS with decent cap skills and remote repping skills, he can rep your main during PVE letting your main setup for total gank making missions quicker
longer term: figure out what sort of support your corp needs and get really good at it. A few possibilities are tackler (every small gang needs a really good tackler), scanner (can't pirate if you can't find them), covert ops (for keeping your gate camp in the know), interdictor (every 0.0 alliance wants more of these), E-war (nothing like rendering that billion ISK carrier impotent). Send an eve-mail to your corp asking them what they want, I'm sure you'll get lots of suggestions.
for the indefinite future: Carrier! they're extremely versatile, every 0.0 alliance wants them and if you decide they're not for you, you can sell the character for 6+ billion once it's fully skilled in a carrier.
