Is there any reason for shield to stay expressed as a % of total shield?
Currently it is possible to build extreme fits, like the shield tanked myrmidon, because of the way shields currently regen.
It is in fact more interesting to play only on shield regen for tanking than on shield boosters.
Is this effect intended? is it desirable?

it depends.
most of time using a ship with great regen and then slapping a shield booster on is the best way to recover your hp.
then use your passive tank to save cap.
I'm sure this is inteneded as it is called passive tanking by CCP and has modules to support it.
as well as ship bonuses.

It still look strange to have ships with armor tanking bonuses, having a better tank with shield without bonuses?

I agree that it's weird for the Myrm to shield tank harder than it armor tanks, but that's unique to the Myrm in my experience.

The myrmidon is certainly not the only ship that can shield tank, it is only interesting to consider because it is the only one that do it while having an armor tanking bonus.
