Plain and simple:
Add 3 module slots which symbolize the base of the ships:
- Capaciator
- Shield Generator
- Propulsion
They shall have properly relations to each other and give the more specialized/skilles people a few more millions of possibilities to adjust their base-data.
All ships come with a standard of these 3 modules which cant be unfitted or destroyed, you as player only upgrade it with the right "stuff" which results in a better base-setup.
Balancing is easy (i.e. Better shield? ok then less cap. more speed? less shield, etc.... the bonuses/nerfs shall be handled like any other bonus of modules you know).
overall just give our ships a base which we can additionalyl play with, makes more fun and gives much more varieties.

rigs are upgrades/addons/manipulation.
i speak of the very basic things which are eincluded in the whole ship-data atm. imo it is essential to change it now before the complexity is to high.
if the base gets manipulated the whole system benfits of it and everything alrdy in game interacts with it.
Rigs are a nice extra, but like modules they base on the stuff which is alrdy in place. I think it is just sad and kinda boring not beeing able to choose which engine my ship gets. what if i want a creodron engine and a carthum conglomerate shield generator? MY ship will get more unique and the enemy has a harder time to calculate the risk for his actions.
Also the crys for more ships should be decreased that way (no missunderstanding, i love seeing new content:-) )
well just an idea, worked perfectly in ENB, but then there was a bit simpler fitting system.

Sounds like you're talking about fitting a totally empty hull.
This would end up with extremely specilized ships that would break game balance.
Saying rigs do what you want isn't false, you want more speed, you get less armor.
You want more shield, the signature increases.
You want more firepower, it takes up more powergrid.
Isn't that what you are saying?
