Add a new type of long range scan that takes about 30 seconds to complete that has a range of something like 40 au, picks up characters and their standings towards you, but doesn't reveal what ship they are flying or whether they are docked. Call it bio signature scanner or something.

Well before the 30 sec of your "BIO" scan has finished - your in a station from a recent podding due to the fact the pirate can probe you out way faster than that ---------- www.mototsume.ca It's just a game........Or is it?

IE if you are in or around a station, you entry is crystal clear, how ever if you are in deep space between stations ie 20+AUs your avatar is half scrambled, your name, stats and bio are garbled, and if you are 40+AUs or in near proximity of the sun, your avatar is completely scrambled and bio/name/stats unavailable. This way you can tell if someone is in the system, but not tell who it is. And No! We're not bouncing the signals off satellites or the moon as an excuse to keep the current system.
