In amongst the INCREDIBLY boring POS wars and the omg-if-i-hear-the-words-BoB-or-Goon-again-i-may-just-die-ness that is eve these days there lies a forgotten people.
This specific request has to do with empire war which hasnt seen any change since privateers upset all the dev alts and got themselves nerfed.
picture this:
A war, somewhere in the world. a tank rolls out of its home base.
"Holy **** captain, theres like 5 tanks, 3 hummves and some foot soldiers out there"
"!!"
"Quick, turn it around son, lets get dock.... er back into our base"
picture this(partII):
A border somewhere. a humvee crosses thru the checkpoint.
"Holy **** captain, theres like 5 tanks, 3 hummves and some foot soldiers out there"
"!!"
"Quick, turn it around son, lets jum.... er get back the otherside,
while your on tell our assault squad to turn round as well."
Please for the love of EvE make my empire fun again, id happily get my ass handed to me under war dec if there was a chance of ACTUALLY BEING IN A FIGHT.

He's saying carebears dont fight wars, they just stay docked, and they dont pay ransom either.
empire wars are useless because you only get kills the first day.
That is the jist of it.

I don't see what's really wrong with this - in highsec the balance should always favor the carebears (who, being carebears, aren't really interested in fighting).
Lowsec should be a middle ground, and 0.0 should be anything-goes. Of course, in reality the last two are reversed, but I think highsec is OK how it is.

Docking instead of fighting and not paying to me is circumventing the whole war system.
If the corp chooses not to fight, they should be forced to surrender by game mechanics, and made to pay.

I can see this being abused almost immediately. What would stop somebody from war-dec'ing a carebear corp to make a bit of quick cash?

Yep and lets forget that not everyone in the games wants to pvp. There was a corp last year that just went around war decing carebear corps for the hell of it. If a person is in a carebear corp then its obvious their play style is not pvp. So why force them to play the game a way they don't want to. That would be like forcing pvp players to mine and sit in Jita.
Now if someone is out in 0.0 or low sec and there is a war dec then I would agree with the OP. If your gonna live out there you have to be willing to fight. If not then get the hell out and go back to high-sec.

Precisely. Unfortunately as it is empire wars remain boring and consist mostly of stationcamps and gatecamps. Really, stick to 0.0 to be honest.
