Too much possible options.
Best pirate camping, best ganker corporation, best solo pvpers, best ransomers.
For me a true pirate is someone who solo kill his prey. Gank is good too but too easy and doesn't reflect a fair fight in most of case. Gate Camping in mothership is LOLL.
So, there is certainly a lot of best pirate in fact, each one in a specific action.

There aren't that many genuine pirates in Eve, those who roam, hunting and selecting victims to ransom, only blowing up their target if a ransom is refused. I've tried it, it's a hard life, there aren't too many who actually live like this.
Most of those who think they are pirates are gate gankers, smartbombing anything that comes through and grabbing loot where they can, not knocking what they do, I've done that too, but they're not pirates.

I am personally in top 20 for a while now but the game changes all the time, mechanics change, tactics change, yesterdays best pirate might not be todays best pirate.

I completely disagree. For me what makes a good pirate is someone who works in a team to bring the odds to their favour while still maintaining a high income. Flying solo as a pirate is rpetty silly these days if you do it as your profession.
