OK, so I got my standing with Amarr Navy high enough to do level 3 missions. Yeah!
SO I look to see where I might find a level 3 agent. Nearest one is in 0.3 space, or 16 jumps away! Oh man, that sucks! So I sell my ships, sell my ore stockpile, package up my stuff, cram everything that will fit into my Bestower, and I am off to Shaba.
But when I get there....I cannoy buy a new Harbinger! Apparently, there is not a single one for sale anywhere in the entire region! Have I moved to the ass end of the galaxy?
How do you go about finding a "good" station to base yourself out of? Are they just known? If so, where can I partake of this information?

I used the lvl 3 Amarr Navy agent Avenid Voohah (Q17) Internal Security in the Ebtesham system in Domain for most of my lvl 3's - always found supplies of ammo & ship kit, and its only a few jumps from Amarr itself for trading kit.
But I think you are right - it is probably mostly trial & error and hints from other players that will find the best places. Being near a reasonable trade hub will obviously help.

If you are suing a Q17 level 3 agent, doesn't that mean you are very close to level 4 missions though?
Right now, the only level 3s I can use a -18Q or so.

It's an 0.5 system, so the rewards are pretty good compared to higher quality agents in higher sec systems. The only downside was that I was sometimes required to deliver items in low sec for the storylines, but WCS and a MWD on a punisher was easily enough to get past any pirates.
EDIT:
There's a lvl 4 agent in the system too. There's no "good" amarr navy lvl 4 high quality agents. The best is -13 or -7 (in Mani and Dabrid), but they're all high sec systems (0.8 and 0,7), so the lvl 4 agent in Ordion is actually the best high sec combat agent there is for the Amarr navy, in LP and cash rewards anyway.
It's just a shame that Kor-Azor is the arse end of civilised space. If you move out there, can I reccomend that you are self suffucient and don't loose ships, since getting a replacement for any module or ship out there can be very difficult. I had BPO's for frigates so I could build my own for the low sec storyline missions.

Well unless that database is out of date it says that the Amarr Navy lvl 3 agent in Shaha is Lvl3 Q0 and requires a standing of 4.0. The agent in Ebtesham Q17 requires a standing of 4.85. So a bit more grind and a bit of training of Social skills should get you within range. But yes, it is close to level 4, but that's beside the point. I think the level 4's go from about 5.0 to 7.0 standing. My current LVL 4 agent Q16 for example requires 6.8 standing.

Yeah i have been having the same issue with amarr navy, with no real resolution in sight.
I did level 2 missions out of sharhelund(or youl can't remember) which has the 3-4 agents in one station. It was great running for that many agents at once, very little downtime in flying around, docking and salvaging.
When I got to level 3's my choices became low-sec, or very far away. So i missioned 2's a bit more and now work out of ebtasham. Its in domain which has a reasonable market and only 4 jumps out from Amarr itself so plenty to restock yourself with. It was a bit saddening for me though because there is only 1 agent so there is much more wasted time.
I have checked all the level 4 agents and there is never more than 1 in the same station except in low-sec. So i guess when i skill up it will just be a full-move for me that hopefully isn't 30 jumps.

Consider swapping over to Theology Council when you have the faction for it. There's a nice agent, Amis Arvadan (l4 Q18) in a .6 system. I've been missioning for him for a while now, and old Amis has not steered me wrong yet.
(I got sick of the Amarr Navy agents too) |

Toshabia has theology agents galore, and they`re L3 and 4. Only 2 jumps to Amarr through Irnin and the payouts in ISK and LP are pretty good.

The sarum Family has a good lvl 3 agent in sayartchen and good progrosion of lvl 3's nearby. When u get to lvl 4's u only have one choice Q 15 in nakri but its in High Sec halvway between jita and amarr.

When you switch to a new corp, what is the fastest to way level up your standing with them to get out of the level 1/2 missions?

Keep on doing one corp until you have done enough storylines to use lvl 3's of all other corps of that faction

A search of level 4's from Amarr navy that are not in low sec reveals 3 out of 12. Mani(-13) and Dabrid(-7) in Tash. Ordion(-15) in kor-azor.
As a silly aside, Caldari Navy has the same 12 agents. Except 11 of the 12 are in hi-sec, and they have several high quality ones in high-sec as well.
Edit-After a quick glance at all Amarr-centered level 4 kill mission agents, it seems like theology council is probably the best for level 4s. They have 2 high ql agents in the same station in a high-sec station.

2x q20 lvl 3 agents, and 4xq20 lvl 4 agents and a storyline agent in same stn.
