I filed a petition under "Community", what can you people do to curb this kind of BS?
Just banning the accounts, of course, apparently doesn't work. They make more. You should get together with your techs and legal eagles and see how crazy you can get and still not run afoul of law.
Random ideas (not prechecked for lunacy): -) Keep a hash of CC#s used to activate accounts tucked away somewhere (it's a hash, someone's not going to be able to grab your cc info from it). Deny outright the payment for heinous acts against the EVE community (and yes, spam definitely counts as a heinous act) and ISK selling. Use the same hash to kill ALL accounts belonging to that person, AND the purchase of GTCs. -) Deny trial account members from sending mail. -) If an account is banned for ISK selling, nail his IP to the wall.

Not a bad idea, but these people generally use stolen credit cards and this doesn't work if they use GTCs.

I made a trial to see if I could get online a little over a month ago. The problem was that there are only x slots for trial users and the isk farmers use them all up. So, trial users are actually being denied access.
I only tried it because a co-worker wanted to try eve and he told me that he gave up trying because, well, he could not get on and I was in denial.

There's a Community petition category??
We are doing some things about these people, but the thing about combating this most efficiently is that we can't really reveal everything we do. The anti fraud system introduced in billing a while ago was one of them.

Why are we seeing contracts used to launder trillions of isk a month?
if *WE* see it this easily then its out of control.

SOE implemented an EXCELLENT spam filter on chat and mail for EQ2, no spam, and i mean absolutely NO spam gets through and it's REALLY rare if someone gets mis-identified as a spammer...

Fair enough...but aside from the weekly thread about some tool getting thier wallet zapped to -billions how far are you going with the inDUHviduals who buy ISK?
If the market is that big supporting such dubious characters like WWW COM, Just ReMarried, and Freshly Soaked etc there must be a ton of buying going on wouldn't ya say?

You think it is bad here, I fired up an old WoW account and was running a few quests. Someone pops up a group invite and i think sure, be fun. Then i get 4 group says about buying gold from their site.....
I'll take what we have here, copy the email, open a petition, i have used harrassament in the past. That may not be the best, not sure. Paste the email and then let the GMs deal with them in game.

Harrassment would be the correct category for this, so you are correct in using it.

i believe the dev that created it used a database and some patterning, their filters were partly built from a /report mechanism put in place for the users to report spam with...the spam went from 10-15 /tells an hour to absolutely 0, with little to no false positives unless someone was specifically trying to trigger the spam filters...they also ban the accounts once they investigate people getting picked up by the spam filters. they're very careful about not banning legit people...

Half of the issue is that I can fire up the forums on a given day or even hour and there is at least 2 isk farmer spam or isk farmer network posts on these forums from random people.
The price of isk has plummeted meaning there is either no demand, or supply is really high. Based on the number of farmers I find on a DAILY BASIS i would say that supply has gone past cloud 9.

On that subject, one good thig WOW implemented that EVE could get some ideas from was an easy shortcut form of petition.
The petition would work like a normal petition, except that it would go into a seperate pile which was very closely monitored.
People spamming goldsales in local would find themselves petitioned 50 times within the first minute of their sales speech.
This meant that the gm's would have adequate info to take actions right away and deal with the guy before he was influencing other peoples gaming experience for more than a few minutes.
'm not saying that anything WOW does, EVE must do too, but please try and see this peititon form for what it was, a petition reserved for goldsellers only, if you tried to do it on "normal players" no action would be taken. Fixed Yay! have a cookie - Deckard

I leave it in my inbox mainly because it puts a smile on my face to see how much they fail...
But anyway, maybe not outright stopping trial accounts from sending eve-mails, but how about some sort of limit, say maybe 1 mail every 24 hours or so? Or, how about they can ONLY send mails to people who have them on their buddy list.

Harrassment would be the correct category for this, so you are correct in using it. 
Can I suggest a very simple 'right click, report isk spammer' option be added to chat channels and mail that both blocks the person in question and automatically petitions them.
You should also appoint player volunteers in the various noob corp and help channels with the power to block people from all channels and report them to a GM for immediate review.
Having created a few new alts at the moment the spam problem is horrific - all the noob help and corp channels are flooded with the adverts and I recieved multiple mails to each character.

All these things have been discussed before.
Wrangler, the gripe is this:
For all that you've done:
1. How many people just like me have seen either a.) no decrease in channel spam or b.) an increase in channel spam?
2. How many people just like me are getting just as many or more spam EVEmails?
I'm sure you guys have some neat things worked out, but the problem isn't getting better.

I get at least several of these a week. I just copy the mail, open petition window, and send out an exploit petition. A GM responds usually in less than 5 minutes.
OFC, it stops nothing really, but if they're going to waste my time, I'm going to waste some of theirs.

Im totaly agree with this ISK spamming / farming BS.
But allso i like to say ..CCP do atlast something.
We had few NPC Farmers out where i live (0.0).
After trying blowem up few times over 2-3 months - breakin thyre farming - good training for us and our new pvp recruits ^^
and a few petitions they not there anylonger.
Well maybe they moved or got banned .. but a little Victory in the deep against this War. :)
Im happy they left.. loottable increased alot since they left.
Keep up petition / fight against them.

please ban Eve Mail on trial accounts, I have set my Eve Mail settings to 100,000 ISK per mail but still the ISK sellers mail me

Good ideas here.
a. Make that trial accounts can send EVE-Mail to friends only b. Make that trial accounts can be by default blocked from EVE-Mail AND chat channels c. Raise default CSPA to 29500 because ISK farmers have now too much ISK to spend on 2950 CSPA 
It's great being Amarr isn't it.

In my opinion, best solution is the following:
a) when someone receives an isk selling mail, he creates a petition b) gm checks the evemail and when he agrees it's selling isk, he logs the url that's selling the isk c) any further evemail that is sent from any character that has the same url or parts of it in his evemail is simply blocked, preferably without any information to the sender so he doesn't even know his evemails don't arrive anymore
This way, the offender is still busy sending out evemails and he's spending quite some time at it. However, his evemails are not bothering anyone else anymore. It might take quite a long time before he realizes that his evemails are blocked.
Even if he does notice they are blocked, creating a new char/account won't work as the evemails are filtered on the url and not on because they're sent from the char. If he would get banned, he would simply create a new account and start all over.
