Do you guys remember the space mines from back in the day? They didn't do allot of damage but i think they should bring them back. They were fun to use they have some good uses. With all the changes and upgrades the server should be able to handle the mines again?

Griefer heaven.
People will just lay them out to lag the crap out of anyone jumping in for the most part. Imagine fleet battles with them, the side defending can set them up, the enemy jumps in and lags to death then dies horribly, via both mines and the hostile fleet.
I don't see a reason to bring them back.

Agreed that they did cause lag but you could number the amount a ship can put out. Also with the Upgrades going on and not having 10 drones out like we use to, this should free up some resources to make them playable.

If you limit the number a ship can put out, then a few alts will just start swapping out ships until the desired number of mines have been sown in space.

I don't see any problem if they paired the return of space mines with the creation of two new ships.
Mine layers (guess what the bonuses would be for!) and Mine sweepers (ability to fit mine sweeping mods, perhaps an omni-directional pulse that disables and removes mines in an area)
Cruiser sized perhaps, with weak weaponry and medium sized tanks.

See i think this would be great. Added defense for Pos's also to siege enemy positions, and a sniper could have them put around there position to help with the cloaked ships trying to get close to them.

The idea of mines is good. The way they were added originally was not. There are many tales of someone laying mines to kill a war target or the like, but the target never showed up, or missed them. Then, a few weeks later, the person who placed them undocks and BAM Concord is on his ass for no apparent reason; in fact, an innocent person had blundered on the mines and died, or at least been damaged. Suddenly someone has lost his expensive ship, has no idea what caused it, until he does a lot of research, and nothing good has come of it.
This is not bad in and of itself, as there are consequences for most actions in Eve. But the old way could become an easy way to grief unsuspecting new players who don't know enough about Eve to use these weapons. Then there's the whole lag issue.
The devs have mentioned an idea of making them POS items that can be placed around them for defense. Perhaps this could also apply to Outposts. Of course, under the old system, a mine attacks anyone after it's placed, even the placer. So there's no way to use them for defense. And as a variant on the above example, if they were placed to defend a corp op, there was no way to keep corp mates from setting them off. So while there would be no Concord intervention, you'd still have to deal with an irate corp member who lost his ship because he came to help.
So, basically, they need a lot of work before they can be reintroduced. Hopefully the devs will return to them and come up with a useful implementation. We all know we don't want something like Bombs that are generally ignored. There needs to be a good reason and use for them before they are reintroduced, otherwise they'll just be stats in a DB.
