The fact is EVE has a limited supply of Dysporium out there which is quite likely either being tapped, is unknown to anyone in the game, or is in such a conflict ridden area that nobody can take the risk to put up 1 bil+ worth of infrastructure to capitalize on it. So the supply isn't changing, or at least not based on anything anyone within a few jumps of Jita can affect. As such the price is... whatever the price is, and there's nothing anyone can do about it but push it higher through market manipulation. However not all hope is lost for the poor high sec t2 producer as with some research you might find out who has dysporium moons and sells the product and with some good negotiation you might manage to get a contract with them for a fixed price and volume. If this isn't possible for you, and if you want delivery to Jita this is decently likly, then you're probably stuck back with market manipulation as your only real avenue for responding to these problems. It's not a bad thing though, if you think you have the isk to corner the market on t2 components that use dysporium then you could probably make a bundle of money doing it and you've just made a better investment then a deadspace-fitted faction battleship for PvP.
