How does one go about buying a moon in low sec from which you can mine Dysprosium? I'm willing to pay quite a bit of isk to get one.

I've purchased the location of a Mercury moon in empire before, but that also came with a positive standings setting to the Pirate Corp that was rampaging around the area.
My advice to you is to simply look for towers and scan them yourself if you see Mining Gear on them. Then when you find what you want, Take it.
