Given how many of them have million-plus bounties on their heads, it probably involves repeated podding of each other.
And they presumably have capship pilots and/or producers-- there was an incident a year back in which they sold a Hel. I forget whether they built it themselves or stole it, though.

Being part minmatar means they can rebuild their fleet from the debris of prevous losses and no one can really tell the difference. Most of their industry is focused on the copius amounts of ductape and glue required.
