I'm trying to move from one NPC core to another, I have an offer from one that I want to accept.
I receive a message from the CEO saying "We have changed the offer, please review it and send it back to us."
How do I do that?
In the offer itself there is a button that says something like "That has got me interested", and I select that and click ok.
Then I receive another message from the CEO like the one above!

Go to your People and Places neocom button, then for search results, search via Corporation.
Enter the name of the corporation that has offered you to join, then look at their attributes.
Find out where their HQ is, and go to that system/station. Dock at the station, and click on the offices tab. Then find the corporation that has made an offer to you, and join.

no, you should be able to join them at any place where they have an office.
the corp should tell you where they have their offices (although HQ is often easiest to find)

I think she wants to go from one npc corp to another, and I don't know if she can.

Yes, I was trying to move from State War Academy to Minedrill.
On the offer form in the Neocom-Corp screen there were two buttons then "That has got me interested" and a "I'm no longer interested" type of button.
Thinking that maybe the click detection on the form was mixed up I tried the "not interested button". Which basically rejected the offer, doh.
Now whenever I click on Join Corp at a MineDrill office it shows me the summary of the rejected offer.
Will the refusal I gave MineDrill time out at some point allowing to me to apply again?
I'm wondering now, when initially given the offer should I have just clicked the "Join Corp" button on the minedrill office, instead of trying to accept it using the form in the Neocom-Corp screen?
