The Macro ratters already use cloaks... all a 15 min timer would mean is that the there would need to be a 15 minute delay between macro cloaking and logging.
Normally I'm all for popping macro'ers every chance I can get, but I really don't think this idea would work.

Also make cloaking skill reduce activstion cost.
Example:
FunnyGuy2387 is npcing and someone jumps in to jack them. FunnyGuy2387 warps to a safespot and has to wait to cap up to cloak. Once he activates his prototype cloak it takes 85% of his cap (**** skills ofc) and lasts for 30 seconds. Meanwhile the hunter drops probes and waites.
Now, if FunnyGuy was a legit player he could setup a small pos and sit there. But since he is a free loadign parasite with no hopes of ever defending the tower he loges off instead. Whoops, CCP has put a 15 min agro timer for any highslot activaton in effect.
Moral of story, if you want to be a free loaking****got in a nub-boat (aka raven) and be a parasite in 0.0 you better have mad skills (both trained and game know how) or get deaded.
Any objectors to my plan?
Add: Ships meant to cloak like covert ops and I'd even say industials get inherent bonuses to activation cost/duration to make them behave similar to now.
This also would reduce the ability to grief a system by siting cloaked all day in a frig or hac while afk.

I am going to go out on a limb and believe the op is asking to give everyone a 15 min countdown from logging off before your ship disappears, similar to if you shot someone ingame and then logged imediately, your ship should emergency warp but you will still be probable in space for 15 mins.
cloaks would not matter as when they logged off all modules would turn off and they would warp off.
tbo I would love this idea, but makes prolonged campaigns in hostile space difficult.

Instead of logging they'll just warp to a safespot and cloak. So what's the point of having an aggression timer then?

Best solution for this whole problem: make it not possible to fit/use cloak in large ships or perhaps even all non-cloaking ships.
If you think about it, it would actually "make sense" in EVE technology, that cloaks should only work on dedicated ships designed for cloaking.
With the new larger cloaking ships coming, there would still be an option for people to use larger cloaked ships, but I doubt the new ships would be the macro ratters choice (t2, expensive, prob not best/fastest for ratting).
If this all seems too drastic, then another option would be to make new line of cloaking devices (small, medium, large, xl) which all would have different types of degrading effects to non-cloaking ships, but not real cloaking ships. Eg. large cpu/power requirements on bs sized modules etc. So, you would only able to fit for fighting/ratting or hiding - not both at same time. |

While I do agree with this idea, Cloaks are essential modules for some non-combat ships, Blockade Runners for instance. Personally, I'd like to see a penalty whereby a Cloak cannot be onlined while any guns/launchers are online, unless fitted on Cov Ops, Bombers Recons or Black Ops ships.
