An idea for local chat:
Tie it in to sov in 0.0.
.5 - 1.0 = keep local as is
.1 - .4 = Show #'s in local only
0.0 = no local
In 0.0, alliances that have sov 3 or higher will have access to local, or only in systems with stations. Only members of the alliance holding sov will have access to local. The idea being that if you invest infrastructure into an area it becomes more "civilized." Maybe tie local chat availability to the existence of a station structure that comes standard on all outposts or conquerable stations? If it gets taken out, the sov-holding alliance loses local chat till its repaired? Maybe give it the same functionality as the POS-version of the system scanner array?
Create another scan probe maybe that reveals #'s in local, but no alliance/corp data? A new recon ship with the ability to equip some sort of deep space scan module that will reveal information about who's in a system, or how many people?
This would bring the cov ops ship + scan probes back in a big way, and make 0.0 truly lawless and unpredictable

I like the local based on SOV approach.
Empire û Keep local as is
Low sec û Show only numbers in local. Show those who break comm silence.
0.0 û Base local on the sov level from the pilotÆs subjective viewpoint as follows:
SOV 0 - No information from local.
SOV 1 - Numbers in local only (Requires scanner mod at a POS)
SOV 2 - Numbers and alliance members in local only, which would not include blues. (Scanner mod at POS)
SOV 3 - Local info as usual (Scanner mod at POS) Boost to scan probing allowing non-cov ops cloakers to be probed out at reduced chances (Probing mod at POS)
SOV 4 û Local info as usual (Scanner mod at POS) Boost to scan probing allowing all cloakers to be scanned out at reduced chances (Probing mod at POS)
Basic to all 0.0 û Breaking comm silence will put you on local.
A comm beacon can be dropped by a cov ops/recon that will give the equivalent of SOV 1 effects to all ships in gang with the cov ops pilot.
Increase system scanner range to 20 AU.
Always see gang members in local.

I did a post which had a probe that you could leave in a system and it would give you a local window for everything in its scan range. I think that could work well under this idea.
