Therefore, a general who understands warfare is Master of Fate for the people, ruler of the stateÆs security or endangerment.ö (Sun Tzu, Art of War) The Emperor has presented the public of Eve a clear definition of the region of space claimed by the Forsaken Empire; Tribute, The Vale of the Silent and the Geminate region. The Caldari state boarders the Forsaken Empire along the region called the Forge. Here in the system of Obe is the final gate leading from Caldari space to Forsaken Empire space. There are clear warning signs marking this territory and travelers have been more then warned of the dangers of entering this system. The Forsaken Empire does not claim Obe or Ohkunen as Forsaken Empire space. The offices held in this region are diplomatic centers set up for dialogue with the Caldari State and any alliance that wishes to work with the Forsaken Empire. From tribute there is route that leads through UMI-KK into the Pure Blind Region and from there to G95-VZ into the Fade region. It has been made clear through public channels that Pure Blind is no longer claimed by any alliance but has become a lawless region plagued by pirates and robber barons. This route has proven to be a major thoroughfare for Empire trade into the Fade region. With the exception of four systems; KQK1-Q, X47L-Q, J-CIJV and G95-VZ this highway lay within the regions claimed by both Fade and the Forsaken Empire. The aforementioned regions lay within Pure Blind which is unclaimed territory. Frequent incursions by Phoenix Alliance vessels into the above regions have escalated their status to a high level of threat. While we have tried to stay out of their conflicts and let them resolve their own issues of national security they have continued to probe our boarders and harass our patrols. The Emperor has thus turned over all martial affairs to ôThe Fiveö to make a decision on how to deal with this threat. The council convened and it was unanimous that the Phoenix Alliance menace be dealt with by use of extreme force and eliminated with extreme prejudice. The Emperor has reviewed this decision and declared Phoenix Alliance menace and emanate threat to the existence of the Empire. We wish to reiterate that our boarders and intentions are clear. Our policy for dealing with encroachment by other nations has been meant with the style used by every Alliance outside of ôEmpire Spaceö. Those that have desired to be our allies have met with reasonable diplomatic solutions regarding travel through our region and trading with Imperial merchants. Those that have entered Empire space without permission have been met with the wrath of the Imperial Navy. Make no mistake, this has been in the interest of national security and the Empire will not entertain any excuse opponents of this Empire may have to call our actions anything else. The Forsaken Empire is now officially at war with the Phoenix Alliance and any member of that alliance who does not wish to experience the wrath of the Emperor should immediately make haste for ôEmpire Spaceö and not return to Venalà. Ever. All former members of the Phoenix Alliance will not be targeted in this war unless they take action against Imperial Forces. It is the suggestion of the Imperial Diplomatic Bureau to all citizens of Eve that this region (Venal) is again a war zone and the Imperial Navy cannot guarantee the safety of any ship that enters this region. All neutral ships that must travel through Venal and Pure Blind should do so with extreme caution. This is the will of the Emperor and it will be done.

And if not, perhaps we can relegate combat to mondays, wednesdays, and fridays until we resolve our conflict with Evolution? Also, Is this a declaration of war by the Curse alliance as well? If they do not then they clearly believe that this is an affair that their Northern Fleet (The Forsaken Empire) can handle. A wise decision if you wish a decent diplomatic solution is to be attempted. I too will ask the Imperial Naval Officers to keep their comments civil. The Emperor is not without compasion or mercy. So the way i would see it is CA at war with PA. However i am just a grunt, someone tells me to shoot and i shoot. I do not pretend to understand politics. As of 2/09, corporations and members of the Phoenix Alliance have been instructed to respect the territorial claims of the FE. PA pilots in Tribute or Vale of the Silent are not acting under official alliance sanction, and would not warant a response from te PA if dealt with in force. However, I would like to point out that with the downloading of new gate links to older navigation systems, we have experienced many malfunctions in some older model autopilots. These malfunctioning units may have brought some PA pilots through FE space unknowingly. And for this we appologize. A refitting effort and autopilot awareness programs are currently underway. There are always possibilities. Contact the Diplomatic Service Bureau and we will talk. Good. At least FE stands there and takes it. A little bad timing though. If you'd given us a week we'd crush Evol now that they can't use logintraps. (Although they showed us a new trick yesterday. Dock, repair ship + capa&shield, undock, repeat if nescessary). Boy.. you guys are really keeping the Dev's busy showing them all sorts of gamemechanics manipulation to get an advantage. However, you seem to miss the mark when it comes to understanding the will of the Emperor. Prior to the changes in policy regarding piracy we supported our allies in their endeavors. We acted as police forces in much the same way as a garrison would after the initial invasion. This is sound military strategy and will always be employed by an Admiral of the Imperial Navy. Any Admiral who is worth his rank will understand the needs for standing garrisons in conquered territories either temporary or permanent. As for the situation in Venal it is not the practice of the Imperial Navy to wait for an enemy to recover its losses while making out-and-out acts of aggression against the Empire. You may consider this opportunistic if you so desire, but I assure you we will not allow ourselves to be caught off guard nor will we appease the pacifistic demands of our opponents. As stated in this initial communiquÚ, many will scoff at the policy of the Forsaken Empire and accuse the Empire of anything from piracy to cowardice; such accusations are the product of Anti-Imperial sentiment and will not be entertained by The Imperial Public Relations and Diplomatic Services Bureau. Your comment however, deserved response only because you posed it as a legitimate question, despite its condescending tone. The Empire will continue to protect itself as a legitimate state and will not back down from political or military aggression. This is the will of the Emperor and it will be done.
