Keep in mind that if you want to use the fleet commandships for what they are designed, running warfare links, that the ships get bonuses to different sets of command modules. The damnation gets bonus for the armor boosting set while the claymore gets bonus for for skirmish set (speed, sig reduction, etc).

Yup they are both about the same but they give different bonuses.

The Damnation is arguably the best fleet command ship now, but the Claymore is pretty close or perhaps equal. Both are great ships.
The Damnation boast an utterly silly-good tank, excellent gang modules, and easy fittings. Nice missile range, too, though of course the dps is low. Claymore also has an excellent tank and gang modules, not sure about the fittings there, don't fly them myself.
You can't go wrong with either one, really, for gang/fleet support.
Unless things change, skip the Eos, it's now... bad.

Choice of fleet command ships should reflect the squadron you are leading... if you are squad leader for some interdictor/interceptor/tacklers or close range gank squad the speed bonus from the skirmish links make the minnie command ship very attractive...
If you are concerned with survivablity of armor tanking squad the damnation is of course a huge help
For my part, I use the eos for squad leading functions, my main has maxed siege warfare skills and so I fit one siege warfare link, and then I fit one e-war link, and one skirmish link... Makes gang faster, tougher, and gives a bit of an e-war edge..
Then again this is just my preference. If you have a particular engagement practice that your guys follow you would of course want to let that factor in your decision.
Also my main has command ship 5, and can use both the field and fleet ships... I've got access to two races platforms and from what I can see its only 30 days for the next race, plus about 15 days for some projectile training... so all in all once your in the ship class it seems to be a matter of having good basic skills for shield/armor/navigation/cap etc.. then the added skills for the weapon systems and gang roles of the craft.
So as to which is better for you, only you can know when looking first at the people you fly with, their needs, and your own skills leading into these fun ships
