Yeah, you're right. Once all the noobs hear that the carriers that they wouldn't be able to get in (let alone afford) for over 6 months have been "nerfed" they'll all quit.
In fact, I'm sure every person who thinks of making a trial account thinks about the "nerf" to the hi-end ships and decides to not make a character after all.

God, I hope you aren't talking about the nerfs. They're all completley understandable (except for MAYBE the eos).
Nope of course. I can't name killing playerbase "nerf". "Suicide" may be better name for such.
But actually I speaking about new "better" UI which is completely unusable.

There is nothing wrong with the drone regions. Who said all regions should be equal in earnings? Let there be poor regions. It's part of the game. It's not IMO ccp's responsibility to distribute riches equally. (They wouldn't anyway, they always see to that BOB gets the best ).
Drone regions are poor. An older char can't earn better than he can in empire safe space. And considering that many corps have sunk 100's of billions into their outposts, and considering the costs of maintaining them, I can well understand if there is some headache.
But it's IMO their own fault. The drone regions were good from the beginning (and that's the answer to your question how people came to end up living there). If the alliances failed to have foresight and guard mineral prices and thus earnings, it's their own fault. It's part of the game. It's not ccp's responsibility to compensate for alliances failures to measure up to the challenges of best hearding their resources.
There is effectively no mining in drone space (not worth it, empire mining is better). There is no bounty ratting. No easy cash without all the logistics and market details. No faction loot. I don't know anything about the drone moons, but it wouldn't surprise me if they were as bad as the mining. That leaves drone ratting. But why does it pay so poorly? The low mineral prices! And who caused them? They made their own bed. And that's gameplay.

The topic of the viability of the Drone Regions has had many other threads, and I didn't mean to derail this one by mentioning its problems. For this discussion, I will only mention that the Moons are indeed poor there as well.
I don't rember where the Dev said it, but T2 arrays will only work on moons with double or tripple Abundance. That was what Abundance was all about.
I actually like the Faction Warfare/Empire Moon Mining suggestion. It seems very dumb to have to ignore all those Empire moons.
I will point out, however, that in non-0.0 space your fuel and charter costs increase singificantly when Moon Mining. 0.0 space also has an advantage in that Alliances frequently allow Moon Mining at POS's that have been set up for system defense, effectively reducing the costs dramatically. That one-two punch would effectively put Empire Moon Miners at the same disadvantage as Inventors: Sure you can do it but the t2 BPO holders will always make more money than you.
