Setup a corporation, set the tax rate to 75% or something and entice as many newbies as possible into the corp inexchange for expert advice and such. While they run missions, I get 75% of their money and maybe offer a little help or advice, in effect, nothing in return.

Most people are knowledgeable enough to notice the tax rate by the time they are searching for a corp. Plus if you do a show info on the corp it tells you the tax rate

But will the newbies catch on? if you get them from the start, they might consider the (normal-75% tax) amount normal :)

Most people who play this game can add and subtract. They will wonder why they are getting only 1/4 of the promised mission reward and eventually figure this out and then complain in corp chat to other newbies. This might prompt them to leave your corp asap. If you have ever done recruiting you'll know it is quite difficult and time consuming and per unit time this way of making money sucks.
You have to offer something very valuable in exchange to make them stay. In EVE there are some corporations who in various ways milk their members in exchange for something or other they can offer. One such example would be a corp living in NPC stations in 0.0 with certain tax rate on its members. People are lured in with the promise of 0.0 rats and ores. Recruitment goes way easier and tax looks kind of low (<20%, with 0.0 bounties it is still good ISK), but the tax money get then used by corp CEO and directors and not for corp projects.

Ignoring the fact that some people might be bothered with the idea of "milking" new players in such a way, you will most probably come across another problem.
Taxes are only risen on bounties/rewards higher than 35K ISK. Since there is exactly one lvl1 mission which has a single tower that has a bounty of 35k, you will get close to no money at all from the bounties.
Taxes are not applied to mission-bonuses either, hence your only source of income would be the mission-rewards. And as someone else has pointed out already, living on 75% of lvl1 mission-rewards (granted they will be higher than 35k which in some cases they won't be) is not going to get you anywhere.
While one might appreciate the malicious concept behind your idea, it has to be said that no, it's definitely not getting you anywhere.

EDIT: and keep in mind that unlike WoW, where communities roll over pretty fast and there are always different factions or servers to explore, EVE players have loooooooooong memories where grievances are concerned. Consider your reputation permanent. If you want to cash it in on a scam, your choice, but be prepared for the consequences the rest of that char's life.

It wouldn't work out to well, for previously stated reasons.
But you've got a good mindset for this game I think.
