Someone mind telling me what assigning people to these roles does?
Also I'm having trouble getting bonuses assigned in my gangs while leaving the right people the ability to warp squad/fleet.
Let's say player A has the best leadership skills and I want his bonuses to our squad, but player B needs to be able to gang/squad warp us. Is there some way to get player B this ability without giving up player A's bonuses?

As I understand it, setting someone as scout simply means they do not warp with the gang. This is useful for a covops that is on location and flying on their own. Also useful for capital ships that are POS sitting.
For your scenario, you will want to have player B as the Squad leader so he can intiate squad warps. (this fits for Wing leader as well). Player A should be set as the bonus giver for the squad.
I believe that Player B will have to have the leadership skill to be the squad leader, but only Player A needs full bonus giving skills.
Alternativly Player A can be wing leader and bonus giver, and player B can be set as Boss. The Boss can invite people, gang warp, and restructure the gang (meaning he is the true leader of the gang, with the ability to reassign squad/wing leaders).
Both the Boss and the Squad/Wing leaders can invite members to the gang. Squad/Wing leaders are limited to inviting into their Squad or Wing, however.

As I understand it a scout does not fly with the fleet,but is always 1 system ahead,advising them of that threat are in system or on the gate,that way the fleet/gang can avoid gatecamps that they can't deal with,or system with large numbers of hostiles,or systems with bubbles on the gate.

Not knowing whats going on FTW. (Sorry for trolling but I can't resist..)
They're referring to the ability to designate someone as a "Scout" via the gang UI in game.

If you set someone to "scout", his report on EVE Voice in the fleet channel will mute the other speakers so the fleet commander will always clearly hear the report from the scout.
Scout does not have to shout through all the chatter that the 300 BS enemy gang is about to jump into your gatecamp.
