I want to use my Deimos to attack mission runners in low sec, close in fast, and blast them to pieces before they know what hit them. Btw, another char does the probing. This is my suggested setup (having mediocre skills, HAC lvl4, AWU lvl 3 and no implants):
Highs 5x modal neutron particle accelerator I 1x prototype cloak
Mids 1x 10 mn AB II (since most targets will be in deadspace, so mwd not an option) 1x X5 web 1x 24k scram II
Lows 2x MFS II 1x MAR II 1x DCU II 1x beta PDS I 1x beta RCU I
Drones 5x Hammerhead I
No rigs
Additional considerations: 1. No explosive hardener since I hunt in Guristas space and expect my targets to pick their damage types accordingly. 2. No 400 or 800 plats since I will have enough trouble getting within scram range as it is. 3. No faction gear since I understand the risk fighting up close. (big chance of getting myself killed)
Questions: 1. How do you rate this setup FOR THE PURPOSE OF KILLING MISSION RUNNERS IN GURISTAS SPACE? Alternative setups? 2. What ship types should i be able to engage with this ship? (I know, it depends etc etc, but on average?) 3. Should a passive armor tank (with EANM's instead of a MAR) have any significant advantages?

Try that instead. If your target has no explosive ammo, because it's useless in the mission he cannot break your "tank" either. And you should be able to tank the mission for quite some time too, so you have the time to loot and salvage.

Get a buddy in a fast interceptor to tackle them, or possibly a Lachesis/Arazu to scram them from 48km.
Ditch the cloak, it'll reduce locking times, giving the mission runner a little bit more time to escape.
Go for ions, and add more magstabs.
Guristas space dictates nothing of the mission type. However, they are unlikely to use explosive damage (and you can just scan for Minmatar ships).
Passive armor tanks need plates to do well. If you have the Vigil tackler, you can go with plates, but if you insist on solo, just go active.
Few mission runners will have even so much as a web, you can probably escape if need be.
If you can scan them down and determine the rat type, awesome. That means you can load appropriate drones and quite possibly hardeners.
May want to get a partner, especially a Caldari/Khanid one for damage selection.

IMO, put your alt in an Arazu/Lachesis. The warp disruptor bonus will be invaluable, and scram/damp them as soon as you enter the mission.
This, however, will only annoy your enemy - realistically, a recon has no chance of taking out the mission runner.
Then you bring an Ishtar or Deimos in and bbq the runner. Before he goes down, have the recon GTFO.
Another thing to remember is that you have mission rats "helping" you - gank is not as important when running mission runners as it is when meeting them on a gate/in a belt.

I know I always fit web on my missioning ship.
Interesting story:
was doing mission in 0.4, entered, aggroed one group, 4 remained calm.
In warps the arazu and dominix. They agro me, damp me and i suddenly couldnt move. I just finished that first aggro, one frig left. Suddenly, all 4 other groups aggro arazu:D Dont know why arazu came so close to me, but i manage to web him. And there comes the scrambling frigate:D
Arazu pops, Dominix still doing some nice DPS on me, when all 4 groups aggro dominix :) Dominix warps out deeply in structure, leaving his 5 ogres II with me:D I loot arazu's wreck (expensive are those muon dampers:D) scoop the ogre II, finish the mission in peace and I was around 50mil richer + mission loot and rewards:D
I thanked both, pirates and rats for helping me in local:D
So, be carefull with this:D

Also no explosive hardening is a bad idea. If you go up against a missile ship that has ever been attacked in a mission before he will likely be prepared to do damage types outside of what the mission calls for. Furthermore, missions are not like belts; there will be missions against nearly all types of NPC's.
A PDU and a RCU? You are not even fitting a MWD or a plate so you have grid out of the arse without those. :(
I don't see any reason why you should not be using a brutix or even thorax in place of the deimos if you can't use t2 weapons.

First, these T1 guns have the same damage modifier as a T2 neutron blaster and require less PG. Second, you're right about the expl hardener, it has been fitted now: My lows now look like this (high/mids still te same): 2xMFS II 1x MAR II 1x N-type expl hardener 1x DCU II 1x PDU
Third, T2 drones are nice, but not that important. I can pick my targets and do not really need T2 drones. I am training for T1 ECM drones though.

As I've said Xerra, go with ions rather than neutrons. A third magstab will more than make up for the lost DPS, and you can easily drop one of your fitting mods with the powergrid freed up.
