Hey folks. Flying a Harbinger with 2.3mil sp. Currently running level III missions and haven't had any problems with missions until now. For instance, running the mission The Blockade (lots of cruisers/(BCs?) and some frigates) has me last about 20-40 seconds before I have to warp out. Most of the time I can barely get in optimal before the ridiculous hail of missiles takes fat chunks out of my shield. I do much better, obviously being amarr, when I get to armor, but I cant stick around to complete the mission. I do decent damage but I cant take the damn hits. 
Fitted with: 7x Heavy Pulse Particle Stream I
2x Cap Recharger II 1x Hydrocarbon AB I 1x Web II
1x CPR II 1x MAR II 1x EANM I 1x DC II 2x Ext. Heat Sink I
3x Hammerhead I
Maybe some relevant tanking skills:
Hull Upgrades IV Mechanic IV Remote Armor Rep IV Rep Systems IV
If anyone can give me some suggestions as to what the problem is, I would appreciate it.

If you use pulses you might train up for HPII so you can fit scorch and hit the rats from range, but beams are generally better. The idea with hard-hitting lazor boats like the Harbi is to melt most rats before they hurt you, and that means being able to hit from range.
This is the setup I used when I flew level 3s in my Harbinger:
7x Heavy Anode Particle Stream
3x Cap Recharger II 10MN AB
1x MAR II 2x primary rat damage hardener 2x secondary rat damage hardener 1x HS II
This setup tanks a little harder than you will need most of the time. Sometimes I would switch a secondary hardener for another heatsink.
Really, you shouldn't use laser boats against enemies other than sanshas or blood raiders because your damage will be crap and you won't be able to kill the rats before they kill you. I'm assuming you're fighting guristas since you were talking about missilerape.

Thanks a ton, ill definitely look into getting a beefier tank on there as well as beam lasers. If I get an Angel or Gurista mission, should I drop it? I dont know of a way to filter what pirates I fight in missions.

Armor Compensation skills if you're ever going to use passive hards plus BC skill at least 4.
By the way, what kind of pirates are you fighting? Because Harbi is pretty much screwed against anything but sansha and blood. [url=http://host.birch.be/][/url] |

Use a cap injector and mwd I'm afraid it's the only way to get in fast and have enough cap to tank.
Though even with that your pretty much going to struggle in a lot of missions due to high em resists from a lot of the stuff. As amarr theres no real solution to this for lvl 4 missions.
If your determined to carry on you'll be best getting your drones skills up and flying something that can carry at least 5 t2 drones so you can do non em damage where needed. Otherwise you'll really struggle with killing some of the stuff. On the plus side the missions that need em damage you'll fly through.
The solution I picked was to cross train caldari and missiles you can fly drakes for lvl 3 and ravens for lvl 4's both work well with lowish skills and you can change your missile damage to suit. The missiles skills will not be wasted as khanid amaar ships need them anyway.

First of all the Harbi can carry 5 T2 mediums. THe problem might be where you are running missions from. Run them from Amarr space and oyu get pitted against Sanshas and Blood raiders very frequently, which hit you with em / thermal (easy to armor tank vs) and are weakest to em / thermal damage. Fighting Guristas as amarr is ... painful.
