Ok you completely misunderstood this pilot skill fit. Tengu can be used for many things in 0.0, PVP, PVE or W-space. This is unique Tengu pilot because with his all Tengu subsystems to LVL5, and 3 available remaps u can skill him as u want wary fast look at this as a bear bone pilot on which u can build what u want. Please be real how many characters can u buy on Character Bazaar with 3 available remaps.
For example you could skill LVL4 mission runner in only 35 days with 1 remap (30 Precep, 23 Int, 21 Willpower), and u still have 2 available remaps:
T2 missile/shield tank
420-430DPS
420 Defense
100k Effective HP
+ Missile Bombardment, Guided Missile Precision, Warhead Upgrades, and Target Navigation Prediction all to LVL4
