The Gore has excellent CPU but only moderate cap at best. It does well in a stealth/EW role but has to have a suitable cap-rich victim from which to NOS power for its own displays of power and relevance to the battle at hand. Normally used in detached duty from a fleet (partly because of an unfixed bug that causes it to ECM burst its own allies at the most inconvenient moments) and equipped with Willy-class topedoes and Monica launchers it has yet to prove itself as being capable of true flagship performance.
The Bush, OTOH, has nonexistent CPU but its cap/armor is awe-inspiring. Almost anything you might throw at this ship will just bounce off and be completely ignored. The Amarr could learn a thing or two from this one. That said, this is not a ship for solo pvp - it functions best in fleet engagements with close support from Cheney-class logistics vessels (using remote CPU transfer and ebil mod fittings) along with ECM Swiftboat drones that project phantom images of the Bush in order to confuse everyone involved in the battle.
